 Minutes of a meeting of the Planning Committee held at the Ascot Day Centre, Bagshot Road, Sunninghill, on
Tuesday 26 February 2013 commencing at 6.30pm.

The Committee meeting began with a presentation from the Neighbourhood Plan Steering Group on the Options Results to which all Parish Councillor had been invited.  The presentation was well received and informed the committee of the responses of just over 500 residents regarding specific development issues and the timescales involved within the Neighbourhood Planning process.  The committee were informed of a further meeting to be held jointly with Sunningdale Parish Council and the Neighbourhood Plan team on Thursday 7 March, at 7.00pm, in the WI building in Sunningdale, to consider the first draft of the Neighbourhood Plan.

13/00274 – Lynton Lodge

A pre-1960s house will be demolished. According to RBWM’s guidelines, a biodiversity survey is therefore required, but none has been submitted. 1 dwelling is to be replaced by 3: BBOWT object as there has been no mention on the potential impact on the Thames Basin SPA or mitigation measures (w.r.t. SANG and SAMM). Natural England have not objected as they have assumed the development is meeting the RBWM Avoidance & Mitigation Strategy.

Recommendations:  

  • ·         A biodiversity survey should be undertaken as, under RBWM’s guidelines, this is required where an application involves the demolition of a detached dwelling built prior to 1960;
  • ·         A bat survey should also be undertaken. It is considered that there is a reasonable likelihood of bats being found on the site, as determined using the Validation Triggerlist (produced by the Association of Local Government Ecologists). This identifies pre-1960 detached buildings within 200m of woodland as a sensitive location. There are numerous trees in the area, particularly immediately to the east of the site on the neighbouring property.
  • ·         Information on mitigation measures relating to potential impact on the Thames Basin SPA should be given (w.r.t. SANG/SAMM).

13/00300 – Dial House, Kings Road

A walk-over site survey has been conducted and evidence of brown long-eared bats in the roof space was found.  The report states that: ‘The number of droppings recorded would indicate bats (and possibly an individual bat) may use the building on an occasional basis and that it is not an important established roost (such as a maternity roost). However, this would need to be confirmed with further survey work at an appropriate time of year.’

Given the age and location of the property and evidence of use of the site by bats in the initial survey, best practice guidelines recommend that a further bat survey is undertaken at an appropriate time of year in the form of an emergence and/or re-entry survey. This will need to be undertaken before planning permission is given.

 Recommendations:

  • ·         Undertake a further bat survey at an appropriate time of year in the form of an emergence and/or re-entry survey.

Recommendations arising from the initial and further surveys will need to form part of planning conditions for the site should planning permission be granted. The recommendations from the initial report are as follows:

  • ·         ’Install a series of bat boxes on suitable mature trees to be retained and/or bat tubes incorporated into the new build, all of which should be positioned in accordance with best practice;
  • ·         Where new planting is scheduled then species of value to bats should be used;
  • ·         The retention of the established boundary vegetation will maintain any foraging habitat currently utilised by bats;
  • ·         As the site is in an area of low density housing, any new lighting required should be designed to minimise light spillage and pollution and not directed onto any bat boxes/tubes installed;
  • ·         In order to protect the established vegetation to be retained, suitable fencing may be required at certain locations to reduce the possibility of any damage that could be caused during the works. To minimise accidental damage, any overhanging branches should be pruned back to suitable live growth points. All works should be undertaken by a suitably qualified and experienced specialist contractor and should conform to current industry best practice i.e. BS 3998: 1989 ‘Recommendations for Tree Work’.
  • ·         It should be noted that all species of wild bird and their nests are protected under the Wildlife and Countryside Act, 1981, therefore in order to avoid contravention of current legislation any site works likely to affect potential bird nesting habitat should be timed to avoid the main bird nesting season which in general runs from March to August. If this is not possible, a check should be carried out prior to works to ensure there are no active nests present.
  • ·         A series of bird boxes could be installed on some of the established vegetation to be retained or incorporated into the new build to provide enhanced.’

13/00339 – Waterside, 4 Keir Park

 

This application is incomplete as it does not contain a consideration of the impact that the proposed works may have on the biodiversity of the area. The site is located very close to a medium-sized pond. As such, the site falls under two categories for which protected species surveys are required, as detailed by the Association of Local Government Ecologists’ guidance (refer to the ‘Validation of Planning Applications’ document).

 Before any planning permission is given, the various protected species surveys should be undertaken.

 

13/00393 – St Clouds and Glebelands

 

As outlined by Jacobs, the initial bat inspection survey was undertaken outside the optimum time of year. Although the results showed no presence of bats, given the characteristics and location of the buildings to be demolished, following best practice would entail undertaking a further bat survey covering evening emergence and/or dawn re-entry surveys before any planning permission is given.

 

In accordance with RBWM guidelines, a wider biodiversity survey should be undertaken as the development site is within 200m of a stream (as located within the adjoining Local Wildlife Site). The bat survey undertaken (included within the previous application 12/02992)makes a brief reference to other species, and states that any investigation into the presence of amphibians and reptiles, for example, is not required as there is no watercourse present. This statement is incorrect – there is a watercourse nearby within the adjacent woodland. The brief reference to species other than bats within the bat survey submitted does not constitute a biodiversity survey.

 Recommendations:

 Before any planning permission is given, the following actions should be completed:

  •  ·         Undertake a further bat survey at an appropriate time of year covering evening emergence and/or dawn re-entry activity, in line with best practice guidelines.
  • ·         Undertake a wider biodiversity survey as, under RBWM’s guidelines, this is required where an application involves development within 200m of a stream.
